UTILITY COMMISSION MEETING
APRIL 14, 2005
MINUTES
CALL TO ORDER: Vice-Chair Fred Dayton called the City of Roseburg Utility Commission to order at 3:30 p.m. on April 14, 2005, in the City Hall Third Floor Conference Room.
ROLL CALL: Present: Vice-Chair Fred Dayton, Commissioners, Milt Bartholomew, Doug John, Dick Filley, Brad Kelsay, and Phil Gale
Absent: Commissioner: Joe Brumbach
Others Present: Skip Boone with Oregon Linen
Attending Staff: Interim Public Works Director Clay Baumgartner, Public Works Civil Engineer Jennie Short, and Public Works Secretary Chanelle Rogers.
APPROVAL OF MINUTES: Filley moved to approve the minutes of the March 10, 2005 meeting as corrected. Motion was seconded by John and carried unanimously.
DISCUSSION ITEMS:
Joint Meeting – City Council, Planning Commission, and Utility Commission: Baumgartner informed that the joint meeting requested by the Utility Commission has been scheduled for May 23, 2005 at 6:00 p.m. in the City Council Chambers. The meeting will be held as a City Council work session and will be limited to a maximum of 45 minutes. A regularly scheduled City Council meeting at 7:00 p.m. will follow the work session. The work session's agenda items will be long-term water supply and water service outside the UGB.
Application to Perfect Water Rights: Baumgartner informed he was not able to get in touch with John Youngquist before the meeting to get an update on the status. Dayton asked that John Youngquist be asked to attend the May 23, 2005 joint meeting with the City Council, Utility, and Planning Commissions. Attached was a letter from John Youngquist and Clay Jordan for information purposes only.
Cross Connection Ordinance: Baumgartner reported that the Oregon Administrative Rules related to Cross Connection Control were revised and adopted by State on November 2, 2004. Backflow Management, Inc., a consultant, was retained to update the City's cross connection ordinance to reflect the new rules, and to review and revise the City's written cross connection plan. The draft ordinance prepared by BMI is attached. Currently City staff is modifying format to match other City municipal code. One significant change planned is to extend the number of days available for appeal from 15 days to 30 days; the remainder of the text is expected to remain basically the same except for formatting changes.
By the Consensus of the body it was decided to send the Cross Connection Ordinance to City Council for the first reading and have any changes or questions for the May Utility Commission Meeting prior to the second reading.
AUDIENCE PARTICIPATION: None
GOOD OF THE ORDER: Dayton asked as to when the work on the Starmer Water Tank was to start. Baumgartner informed that it will not be this summer, right now the Water Treatment Plant project is priority.
