Congratulations on your decision to start your business in the City of Roseburg............

We like to keep things simple - so in a nutshell - the City of Roseburg requires registration of those who come into the City limits to sell a product or service.  As long as the ownership and location of the business remain the same, this is a one-time registration with a one-time $130.00 non-refundable fee.   Payment can be made by cash, check or credit card.

If your business will be operated out of your home within the City limits, you will also need to file a "Statement of Compliance for Home Occupation."  There is no charge for this filing.   Home Occupation Compliance

Douglas County does not require licensing; however you should contact the Douglas County Assessor Personal Property Division (541-440-6105).  Food service establishments are regulated by Douglas County Health & Social Services, Food Services Division (541-440-3571).
