ADDRESSING
Clearly marked addresses are vitally important to emergency services. A fire engine, ambulance, or police vehicle can be delayed several minutes trying to locate unmarked or poorly marked addresses. Such time delays can mean the difference between life and death.
The Oregon Fire Code requires that new and existing buildings have approved address numbers, building numbers or approved building identification. These numbers need to be placed in a position that is plainly legible and visible from the street or road fronting the property. These numbers shall also contrast with their background. Address numbers shall be Arabic numerals or alphabet letters. Numbers shall be a minimum of 4 inches high with a minimum stroke width of ½ an inch.
Buildings must be easily identified by emergency responders from the emergency response vehicle. This should include the backs of buildings that face alleys or roads, since the emergency response unit may often be directed to the back entrance to a building, such as in a strip shopping center. The back door of each tenant space should have the numerical address and the store name on or above the door.

BUSINESS INSPECTIONS
New Construction
Fire prevention personnel perform inspections and conducts tests on commercial structures and fire protection systems. Fire prevention personnel work in conjunction with the Building Official to enforce fire code requirements related to building permits.
To inspect and witness testing of on-site piping and suppression systems as required by the National Fire Protection Association In Accordance With NFPA 25 – Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems.
Existing buildings – Maintenance Inspections
The Roseburg Fire Department Engine Companies perform on-going inspections of business and industrial occupancies for compliance with Fire Code. The City of Roseburg has approximately 2,000 occupancies, and new businesses are coming into the City of Roseburg every year.
BUSINESS REGISTRATIONS
The City of Roseburg processes approximately 300 new requests for a business registration each year. Fire prevention personnel perform a business inspection on many of these businesses that require an inspection prior to opening.
CODE ENFORECEMENT
A principal responsibility of the Fire Marshal's Office is to enforce applicable Fire & Life Safety codes. This is done through a system of permits and inspections. The codes apply to residential and commercial construction, places of assembly, special events (gatherings), fireworks stands, and the proper handling, storage, and use of hazardous substances.
CODE RESEARCH
The fire prevention bureau conducts fire code research and interpretation for citizens who have questions concerning the fire code. The Roseburg Fire Department uses the currently adopted Oregon Fire Code.

FIRE EXTINGUISHER TRAINING
The fire prevention bureau no longer offers this service to the general public as there are several local businesses that provide fire extinguisher training.

FIRE SAFETY EDUCATION
The fire prevention bureau is committed to the safety and education of the community it serves. Our goal is to provide every citizen within our city the highest level of safety awareness training available. The department can best accomplish this through fire safety education.
The prevention bureau can provide information and literature on many topics of fire safety, from home fire safety to work place fire safety.
FIRE INVESTIGATIONS
It is the responsibility of the Fire Prevention Bureau to investigate the fire and determine, if possible, the point of origin and cause of the fire. Following investigation, Fire Prevention personnel submit a written report and participate in any legal proceedings that may result from a fire.

FIRE PROTECTION SYSTEM INSPECTIONS
FIRE SPRINKLERS, FIRE ALARMS, COOKING HOODS, PAINT BOOTHS
Fire prevention bureau personnel work closely with service contractors to monitor fire protection systems within the City of Roseburg. These systems are critical for protection of the public and the buildings in which they are located.
Where a required fire protection system is out of service, the On-Duty Battalion Chief and/or fire prevention bureau personnel shall be notified immediately. The building shall either be evacuated or an approved fire watch shall be provided for all occupants left unprotected
by the shut down until the fire protection system has been returned to service.
JUVENILE FIRESETTER PROGRAM
The Roseburg Fire Department Juvenile Fire Setter Intervention program is used to assess a juvenile's risk of continued fire setting behavior and to determine the course of action to correct the child's behavior.
Fire prevention personnel work with the Roseburg Police Department, Roseburg School District, and other children service agencies, such as Services to Children and Families educating juveniles on the dangers of fire setting.
KNOX BOX PROGRAM
The Knox Box® rapid entry system is a secure emergency access program developed for property owners and fire departments. When a fire breaks out or there is a medical emergency, Knox® products allow immediate entry into buildings and property without forced entry damage or delay. Property owners store entrance keys, access cards and floor plans in high-security Knox-Boxes mounted near building entrances. Each KNOX-BOX purchased by a property owner is keyed to a single master key controlled by the fire department.
PERMITS
Burn
Fire prevention personnel may issue burn permits authorizing the burning of residential yard waste from April 15 through May 15 and from October 1 through October 31. The Fire Chief may modify the burn period when the Fire Chief determines that health, safety, fire risk or climatic factors justify modifying the burn period established in this Section.

Blasting
In order to conduct blasting operations within the City of Roseburg a developer must first obtain a permit at least twenty-four hours prior to beginning said blasting.
Designated Transportation Routes. It shall be unlawful for any person to transport explosives over any City street not designated as an explosive transportation route pursuant to this Section. Explosives shall not be transported over any City street, including but not limited to, designated explosive transportation routes, between the hours of seven a.m. and eight-thirty a.m. and four p.m. and six p.m., Monday through Friday. There shall be absolutely no use of the Washington Street Bridge or Oak Street Bridge for the transportation of explosives. No person shall leave a vehicle carrying explosives unattended at any time at any location within the City. The following routes shall be considered designated explosive transportation routes for purposes of this Section:
1. Those portions of Interstate 5 lying within the City limits;
2. Diamond Lake Boulevard;
3. Stephens Street from Diamond Lake Boulevard north to City limits;
4. Edenbower Boulevard from NE Stephens Street to Interstate 5;
5. NE Stephens Street from Diamond Lake Boulevard South to Pine Street;
6. Pine Street South to City limits; and
7. SE Stephens Street from the South City limits to Diamond Lake Boulevard.
Fireworks
The fire prevention bureau conducts fireworks inspections for retail sales (booths, tents, inside stores) and for the fireworks display for the public at Stewart Park.

PLANS REVIEW
The fire prevention bureau performs plan review of fire protection system designs (automatic sprinklers, fire alarms, commercial cooking hoods) and assists the Building Department in review of fire/life safety issues related to building permit applications. The Fire Marshal also assists the Planning Department in review of land use and development issues.
PUBLIC INFORMATION
Deputy Fire Marshal, Monte Bryan, is the Public Information Officer (PIO) for the Roseburg Fire Department.
The PIO acts as media liaison during all major incidents - including all fires (structural and wildland), major traffic accidents, fatalities, and hazardous materials incidents. In addition, the PIO writes press releases and presents public service announcements (PSAs). The PIO also releases seasonal safety information to the media.

SAFETY OFFICER
Fire prevention personnel are members of the fire department safety committee as well as the City of Roseburg safety committee. All internal investigations are done by the safety officer.
SELF-INSPECTION PROGRAM
The Roseburg Fire Department has implemented a self-inspection program for businesses within the City. This program provides an opportunity for the city business community to form a partnership in fire and life safety. This program is for businesses which statistically have a lower incident of fire, and code violations. This program is unique in that it meets basic goals common to both the owner/manager and the fire department. These goals include maintaining a reasonable level of fire and life safety standards, while providing a minimal amount of business disruption. This concept allows a business to meet the annual requirement for fire inspection through self-inspection. The program is designed to have the fire department perform an inspection of your business every third year, which allows the fire department to concentrate our inspection efforts on businesses or occupancies that pose a greater risk of fire or have demonstrated a higher incident of fire code violations.
SITE REVIEW / PRELIMINARY SITE REVEIW MEETINGS
Fire prevention bureau personnel participate in preliminary site review meetings requested by developers for commercial projects. On-site reviews and inspections are available upon request.
STORAGE TANKS - (ABOVEGROUND AND UNDERGROUND
The Fire prevention bureau addresses the prevention, control and mitigation of dangerous conditions related to storage, use, dispensing, mixing and handling of flammable and combustible liquids.
An operational permit is required to install, remove, and decommission storage tanks containing flammable or combustible liquids.
VENDOR BOOTH INSPECTIONS
The Roseburg Fire Department will perform a fire and life safety inspection on each booth or vendor stand prior to and during the event.

WEED ABATEMENT PROGRAM
The annual weed abatement program of the City of Roseburg is in effect from June 15 through September 30. In addition to the fire department, the compliance officer also has the authority to enforce weed complaints throughout the year.
Any property owner, renter, or lessor who has control of property within the city limits of Roseburg, will need to remove any combustible growth that is taller than 12 inches. Piles of cut combustible material that will create a fire hazard must also be removed.
The weed abatement program is conducted in accordance with Roseburg Municipal Code Section 7.04.140, Obnoxious vegetation.
