The City of Roseburg developed a new Comprehensive Parks and Recreation Master Plan which was adopted by City Council in April 2008. The plan will guide the construction of new parks and facilities, the renovation of existing parks and facilities, and the delivery of recreation services for the next twenty years.  The planning process included multiple forms for outreach, including an advisory committee, community survey, a questionaire, focus groups, and a public workshop.  Over 700 residents participated in the planning process.  The planning team incorporated this input along with technicial analysis to identify the needs and make recommendations presented in the plan.  Below are links to information collected and incorporated into the plan.

In the first phase of plan development, summer 2007, the consultants collected information about the community including demographics, existing park land, and existing facilities.  The Existing Conditions Summary Report is available by clicking HERE.

Thank you to all of the citizens who participated in the planning process.  Below are links to summaries from the community visioning workshop, held June 12, 2007, and from four focus groups.  The focus groups consisted of local athletic organization representatives, senior citizens, business owners, and elementary school youth.  Public outreach efforts and corresponding summaries include:

The results of the public outreach efforts were used to guide the next phase of the analysis, the Community Needs Assessment.  The needs assessment includes a geographic analysis of the park system and an analysis of the recreation programs needed in the community.  The following links are the two major pieces of the Community Needs Assessment.

The second link looks at parks and facilities to identify needs both now and at the end of the 20-year planning horizon.  Many of the needs projected for that 20 year horizon may seem large but keep in mind that this is based on the best population projection for 2027 available, which shows a nearly doubled population.  Even if that population is not reached, the recommended standards discussed in the analysis are based on facilities per 1000 population and will be relevant to whatever population level Roseburg is at.
