The Roseburg Police Department Reserve Police Officer Program is designed to encourage qualified citizens to play an active role in public safety. It is comprised of citizens who volunteer their time to assist career officers in all aspects of police work. Duties vary from crowd control at special functions to police patrol.
Reserve officers normally work with a full time officer. Currently, we are budgeted for a Reserve Officer force of up to 10 personnel. Most Roseburg Police Reserves have completed a one-year training course through Umpqua Community College, which meets minimum training requirements as set forth by the Oregon Department of Public Safety Standards and Training. (DPSST) Reserves may also transfer certification from another state or acceptable training program within Oregon.
Reserve Officers possess the same skills, knowledge, and abilities as our regular paid officers and generally, become involved in the program because they are either interested in pursuing a career in law enforcement or are committed to serving the community in a law enforcement related capacity on a part-time basis. Candidates in the latter group usually have another career and use the Reserve Program as an opportunity to expand their life experience and knowledge.
DUTIESReserve Officer duties include:
Patrolling business and residential areas for purposes of enforcing traffic and criminal laws, checking suspicious persons and vehicles, responding to calls for service
Initiating investigations of accidents, criminal complaints, collecting and preserving evidence, makes arrests of suspects, issuing traffic and criminal citations
Preparing reports as required by department policy
Testifying in court, serving warrants and subpoenas
Providing information to the public through public presentations, community events and answering questions about law enforcement related subjects.
QUALIFICATIONSQualifications for Reserve Officer are generally the same as for a regular full time officer and include the following:
Reserve officers are required to be able to learn and understand large amounts of factual information including laws, statutes, regulations, ordinances, and procedures. They are also required to understand complex instructions and act accordingly and appropriately, many times under stressful conditions. Reserves must be able to communicate effectively both orally and in writing and work effectively with co-workers and with the public.
Our Reserve officers are a highly trained and highly professional cadre of individuals who are willing to commit a significant portion of their time to a worthwhile project. Anyone who believes he/she can qualify to meet the high standards set for this position is encouraged to apply.
